Manager, Policy and Research Department

The Project Manager, Policy and Research, will take the lead role in ensuring that Policy Department materials are effectively and efficiently organized and stored and deployed to internal and external audiences.  This includes managing and coordinating the review, dissemination, and tracking use of policy materials by various audiences; developing and maintaining systems and/or processes to facilitate access to policy materials as well as to facilitate routine updates of core materials; and coordinating the review and development of a broad range of materials for interdepartmental meetings and for meetings and briefings with member company staff.

SPECIFIC RESPONSIBILITIES INCLUDE

Managing and coordinating the (1) review, (2) dissemination, and (3) tracking of policy materials:

  • Coordinate review of draft Policy materials as well as routine updates of core materials:  Working with project/issue teams and administrative staff, facilitate review of materials by various departments and staff and consolidation of comments.  Includes developing systems and processes to help track materials in various stages of development and review, particularly materials shared with member company work groups.
  • Dissemination of final Policy materials:  Includes working closely with other PhRMA departments to ensure maximum leveraging of Policy Department materials in PhRMA advocacy; working with Policy staff across the entire range of issues and projects to ensure that a rollout strategy is developed and executed; for major and/or cross-cutting Policy materials, developing and managing rollout process including developing appropriate tracking mechanisms.
  • Tracking use and impact of Policy materials:  Includes keeping track of known uses of Policy Department materials by member companies, and feedback from member companies, PhRMA staff, and other stakeholders about the usefulness and value of our materials, e.g., tracking large-scale requests from member companies and requests to cite, adapt, or use Policy materials in PhRMA and non-PhRMA materials and presentations as appropriate.

Developing and maintaining systems and/or processes to enable appropriate access to the latest advocacy materials:

  • Leading the Policy Department’s effort to continuously improve the internal organization of materials, including storing core resources in reference management software and enhancing storage of electronic files of final products.
  • Explore how to maximize member company access to appropriate Policy Department materials, balanced against ensuring appropriate security protocols.
  • Working closely with the IT, Public Affairs, and Policy  department staff and potentially vendors to leverage technology to accomplish the goals above.

Coordinating the development of presentation materials:

  • Working with VP of Biopharmaceutical and Innovation Policy and other Policy staff to assemble relevant materials from appropriate PhRMA staff and produce PowerPoint slide presentations for internal and external meetings, e.g., conference presentations and slide decks for meetings with internal staff and member company representatives.

EDUCATION, EXPERIENCE & SKILLS REQUIRED

  • Undergraduate degree in Public Policy or related discipline is required with some graduate work highly desirable.
  • Minimum 2 years of experience in a program management, policy, or research position.
  • Strong project management experience and skills essential, with experience in project management software a plus.
  • Experience with SharePoint a strong plus
  • Strong PowerPoint and Excel skills, and experience with publications management software and reference management software, are a plus.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to collaborate effectively across departments and functions
