Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Director for its Policy and Research team to provide a range of policy support on domestic (and select global) intellectual property (IP) issues and issues related to the environment for innovation (e.g., identifying barriers to competitive free market and pro-innovation such as policies to support building a STEM workforce in the US). Reporting into the Vice President for the Biopharmaceutical Innovation and Intellectual Property unit, the role is responsible for supporting and conducting policy and legislative analysis, managing research projects, and developing/leading the development of a range of materials to support federal advocacy priorities. This role requires extensive proactive collaboration across PhRMA departments.
The Director will:
- Proactively track key data and research, policy, legal/judicial, and regulatory trends related to policies that impact the biopharmaceutical industry’s ability to innovate (e.g., key IP-related indicators, venture capital trends, and STEM statistics). Prepare/develop slide decks, chart-packs, info-graphics, and other presentations on issues such as STEM education related to the importance of IP to innovation by the biopharma industry. Support the development analytics regarding biopharmaceutical sector competitiveness, innovation, and economic impact to support key federal advocacy priorities. Manage projects, interact with vendors, coordinate with staff within and outside of Policy, prepare statements of work and help manage the vendor selection process.
- Provide technical and policy support on emerging issues impacting the environment for innovation with a focus on IP issues. Monitor and analyze policy proposals including legislation in assigned areas and work collaboratively with other departments to develop consensus on policy positioning, advocacy strategy, material/support needs, and process for engaging with member companies.
- Provide technical support and legislative analysis in assigned issue areas in support of federal advocacy priorities.
- Working closely with the Law Department, provide rapid response and analysis of high-profile legislative or regulatory proposals identified by the advocacy team, including technical policy review of materials, preparation of assessments, development of position statements, testimony, and other educational and advocacy materials.
- Develop and manage budget for projects as well as manage various contractors and consultants.

Key success factors for this role include strong interpersonal skills and team focus paired with the ability to work and prioritize tasks independently. The preferred candidate will bring policy development and analytic experience, ideally in a legislative setting, pharmaceutical company or federal agency policy office. S/He should have exceptional written and verbal communication skills, be focused, organized, detail-oriented, responsive and diplomatic. The successful candidate should be adaptable, able to reprioritize and shift gears quickly and be comfortable in a fast-paced environment.
Professional Experience / Requirements
- Bachelor’s degree in Public Policy, Public Health, Health Policy or related discipline;
- 5 years of experience in scientific and regulatory or healthcare policy, research, or advocacy;
- Strong research and analytic skills as well as written/oral communication skills, ability to synthesize, distill and communicate complex issues and ideas to a non-technical audience;
- Ability to pick up new issues and develop talking points and related educational and advocacy materials;
- Occasional travel required.
The successful candidate will have:
- A J.D. or a master’s degree in Business, Health Policy, Public Policy, or related field preferred;
- Familiarity of intellectual property law, biopharma ecosystem, and R&D process, economics of industry, and pro-innovation policies;
- Pharmaceutical company, congressional/advocacy, and/or policy experience preferred;
