James M. "Mit" Spears New Executive V.P. & Gen. Counsel

Washington, D.C. (January 31, 2012) — The Pharmaceutical Research and Manufacturers of America (PhRMA) announced today that Mit Spears will join the organization as Executive Vice President and General Counsel. Reporting to President and CEO John J. Castellani, Spears will oversee the legal department. He will also serve as a member of the PhRMA Management Committee.

“Mit comes to PhRMA with a distinguished background in biopharmaceutical issues. A strategic thinker and an intellectual leader, he is well-suited to provide counsel to a sector that faces unique challenges and opportunities in improving patient care,” said Castellani.

A former General Counsel of the Federal Trade Commission with over 30 years of experience in both private practice and government, Spears offers broad-based expertise in health care, the life sciences and technology. In his most recent position as a partner at the Washington, D.C. office of the international law firm Ropes & Gray, LLP, he provided legal advice and strategy to biopharmaceutical companies on key industry issues.

Prior to joining Ropes & Gray, LLP, Spears practiced at several law firms with a focus on antitrust, trade regulation and litigation, including representation of biopharmaceutical clients. His career began as the Staff Assistant to Governor William P. Clements of Texas, for whom he provided advice on key legal issues. He departed the Governor’s Office to join the U.S. Department of Justice, where he served in a variety of capacities, including Principle Deputy Assistant Attorney General in both the Civil and Environmental and Natural Resources Divisions.

A native Texan, Spears received his juris doctorate from the University of Texas School of Law and his BBA from Texas Tech University.
